"STORM GOES EAST AFTER DUMPING ON COLORADO"

DENVER (AP) -- A stretch of Interstate 70 reopened Saturday morning, after near-zero visibility had forced officials to close all 160 miles of the westbound lanes between the Kansas state line and metro Denver and a 70-mile stretch of eastbound lanes from metro Denver to the plains town of Limon.
The most powerful storm of the winter season pounded Colorado with up to 6 feet of snow in the Rocky Mountain foothills and forced the cancellation of more than 600 flights in Denver before heading east toward the central plains Saturday. The airport wasn't reporting any cancellations Saturday.
Blizzard conditions that hit the eastern Colorado plains, including 5-foot drifts in parts of Elbert County, began easing.
Light snow was falling intermittently in the Denver area early Saturday, but the bulk of the storm was moving out of the state, forecasters said.
National Weather Service meteorologist Robert Koopmeiners said all winter storm warnings have expired in Colorado, but the several counties in the state's eastern plains remain under a blowing snow advisory.
However, a winter storm warning was issued for parts of western Nebraska and northeastern Kansas and into southwestern Iowa.
A band of heavy snow stalled over Nebraska, dumping nearly 13 inches in some spots.
Agate, a small town on the closed section of I-70, reported more than 2 feet of snow by Friday night and winds gusting to 25 mph. Other towns in eastern Colorado reported more than a foot of snow and similar wind speeds.
The snow was a welcome boost to several ski resorts that have suffered below-average snowfall this season. But while Echo Mountain near Denver celebrated 55 inches of new snow from the storm, the storm only dusted larger resorts, such as Vail, with a few inches in the central Colorado mountains.
"It's been fantastic," said Scott Gales, a spokesman for Echo Mountain about 25 miles west of Denver. Skiers and snowboarders had to wait until the afternoon to get to the snow Saturday at Echo because of a previously scheduled extreme obstacle course Snow Dash in the morning.
"It's made it just a bit more of a challenge, but what's a snow dash without some snow," Gales said.
The Colorado Avalanche Information Center issued warnings for slopes east of the Continental Divide until noon Saturday, saying 2 feet or more of new snow could easily overrun the weak, existing snow pack.
Most travelers apparently heeded storm and blizzard warnings. A few trucks were involved in crashes - none serious - on I-70, and Denver traffic was relatively smooth on Friday, said Gene Towne of the Colorado Department of Transportation.
"The accident situation hasn't really been that bad except the usual fender-benders we have during the evening commute," Towne said.
The storm had caused some 600 flights to be canceled at Denver International Airport, which averages 1,700 flights daily. Southwest Airlines, a key carrier at the airport, cancelled all of its flights for most of the day but resumed them late Friday.
Koopmeiners said snowfall across the Denver area ranged from 14-20 inches. Nearly four feet covered the Pinecliffe area, while there was 18 inches near Boulder and 14 inches in the capital city itself.
For many ranchers in drought-stressed eastern Colorado, the storm brought much-needed relief.
"Basically, this storm is going to be a real blessing because of the moisture," said Scott Johnson, who owns the Flying Diamond ranch near Kit Carson, about 130 miles southeast of Denver.
The Flying Diamond got 3 to 4 inches of snow, which was preceded by rain. Some of Johnson's other ranchland got a foot of snow.
Other ranchers' cattle were giving birth as the storm hit.
"Anything that was calving we moved in the barn," said Skylar Houston, a partner at the Aristocrat Angus Ranch about 35 miles north of Denver. Ranch hands had to feed other cattle because they couldn't graze through 6-inch snow, Houston said.
In Alaska, transportation officials urging motorists in the state's largest city to stay home over the weekend if they can so roads can be cleared as another winter storm blasted Anchorage.
The city was expected to get 6 to 10 inches of snow, with up to 15 inches on the city's upper hillside, said Dan Peterson, a meteorologist with the National Weather Service in Anchorage.

"ROME STRUGGLES WITH MORE SNOW"

ROME (AP) -- Romans bewildered by their city's first big snowfall in 26 years used government-issued shovels to clear sidewalks and piazzas, and kitchen utensils to clear windshields Saturday.
The snow - as deep as 8 inches (20 centimeters) in some neighborhoods - made buses and taxis scarce and shut down tourist sites such as the Colosseum. It also covered the dome of St. Peter's Basilica, blanketed ancient arches in the Roman Forum, and toppled some towering umbrella pine tress near the Vatican.
Saturday's snowstorm, coming a day after a light snowfall, combined for the biggest accumulations since 1986, and left many motorists stranded on the city's beltway and its ancient and narrow consular roads.
Volunteers for the national Civil Protection agency handed out 4,000 shovels in several main piazzas to Romans trying to clear their streets of snow and slush ahead of a forecast nighttime freeze.
One woman in a hilly section of Rome used her toddler daughter's plastic beach trowel to scoop a mound of snow off the seat of the family's motor scooter. Others used their hands or spatulas to clear windshields.
Rome's mayor ordered schools closed through Monday. The consumer advocate group ADOC said the city had failed to adequately sand or plow highways, and urged drivers who were stranded to file damage claims.
Children walked around with snowballs the size of soccer balls tucked under their arms.
In the Circus Maximus, the sprawling, sloping grounds where chariot races were once held, Romans and tourists scrambled up the slope and tossed snowballs.
While the city struggled with the unusually cold and snowy weather, Italians to the north continued to dig out from up more than 6 feet (2 meters) of snow and shiver in frigid temperatures.
The farm lobby Coldiretti said that 2 million cows and pigs were at risk because supplies of feed couldn't reach them and some frozen pipes for water troughs had burst.
It estimated some euro50 million ($65 million) losses already to crops, including artichokes, cabbages and radicchio, and warned that olive trees and grape vines would suffer significant damage. Olive oil and wine production are two mainstays of Italian agriculture.
North of Rome, passengers who were evacuated from a Sardinia-bound ferry after heavy wind banged it into a dock in Civitavecchia on Friday night spent hours aboard other ferries in hope of departing, the Italian news agency ANSA reported.
Passengers aboard a commuter train running north of Rome said they were trapped inside stalled cars for hours before being evacuated to a gymnasium in a nearby town. Another train, running between Rome and the town of Avezzano, was blocked for hours.
A few towns in isolated areas of north-central Italy have been without electricity for days after snowstorms affected power lines.

"THOUSANDS STRANDED BY FLOODS IN EASTERN AUSTRALIA"

(CNN) -- Heavy rains left thousands stranded in eastern Australia on Saturday as authorities warned of more flooding and urged several communities to flee to higher ground.
About 16,500 people are isolated because of flooding in New South Wales, with evacuation orders in place for several communities, the New South Wales Emergency Services said.
In the neighboring state of Queensland, authorities issued flood warnings for three towns, Surat, Roma and Mitchell, and warned residents living downstream of rivers to move to higher ground.
Residents of the southwestern Queensland town of Charleville are hoping that its protective levees will hold back the rising waters.
Emergency officials ordered evacuations early Saturday as they warned that the river was expected to top the levee banks within 12 hours.
Food and medical supplies have been flown to isolated communities elsewhere in Queensland.
In New South Wales, officials issued natural disaster declarations for several areas.
Flood waters have started to recede around North Moree after five days of major flooding, the New South Wales Emergency Services said, but many of the town's streets remain closed.
Aerial assessments show some 300 homes and businesses have been inundated -- making it the worst flooding in nearly 60 years, CNN affiliate Seven Network reported.
The State Emergency Service carried out 18 flood rescues from Friday to Saturday, Seven Network reported, including half a dozen people stuck on a shed roof near Moree with snakes swimming underneath them.
The airline Qantas put on a special flight to Moree on Saturday with supplies of fresh food and milk, the network added.
Major flooding has also affected communities along the Namoi River, leading to the rescue of at least one person trapped in a vehicle on a flooded bridge.
The town of Wee Waa is cut off, with all roads made impassable by flood water and the local airport also out of action, the New South Wales Emergency Services said. Major flooding is expected to continue there until the middle of next week.
Other communities affected by the Namoi River include Boggoabri, Narrabri Bugilbone and Goangra, with flood waters closing roads and inundating some rural properties..
Emergency officials urged people not to walk, ride or drive through flood waters, as this is the main cause of death and injury during floods.

Based on data at FAA-Findlay (OH), temps today ranged from an early morning low of 25 to a high at 5:00 pm EST of 40, with temps since falling to near 33. Dew points in the mid 20's into mid morning rose to a 30 to 32 range from early afternoon through late afternoon, then fell to just under 30 since early evening. London (CNN) -- Heavy snow left several Italian villages paralyzed and without power as winter weather and cold temperatures spread across Europe, the mayor of one village said.
Many of the 32 villages in the Aniene Valley, near Rome, lost electricity on Friday when an electric pylon fell because of the snow, said Piero Moscardini, mayor of Vallinfreda.
The valley, home to about 50,000 people, has received some 100 cm (39 inches) of snow, Moscardini said.
"It's the worst snow since 1956," he said. "The situation is tragic. We need the Army to save us."
Ambulances cannot traverse the roads, he said, and some villagers cannot reach their stables to feed livestock.
Meanwhile, deaths continued to increase from the cold. In Romania, four people died on Saturday and another six on Sunday, authorities said. A total of 34 people have died since the cold snap began in late January.
Nineteen national roads and one highway remained closed on Sunday. More than 30 cities and villages are isolated, authorities said, and power outages were reported in 200 cities and villages. More than 3,000 employees belonging to the Interior Ministry were involved in rescue operations, as hundreds sought refuge in temporary shelters and hundreds more were hospitalized because of hypothermia.
In Poland, TVN Poland said a total of 53 people have died, eight of them in the past 24 hours. The victims are mainly homeless people, according to the report.
Heathrow Airport, one of the world's busiest international airports, canceled about half of its flights Sunday, its owner said Sunday -- about 260 more flights than it expected to cancel as of the night before.
Between two and four inches of snow fell on London overnight, as the British capital became the latest European city to be hit by winter weather wending its way west.
Drivers in both London and Rome will need to worry about ice as temperatures rise slightly, then fall again to below freezing, CNN meteorologist Tom Sater said Sunday.
Eastern Europe will have a much rougher ride, with temperatures in Moscow plunging far below freezing, and snow sweeping into the continent from the southeast.
But Heathrow's runways were clear as of Sunday afternoon, owner BAA said.
It was not immediately clear why more flights were being called off, as Heathrow spokeswoman Alexandra Blomley said the airport's snow plan "has worked far better than in previous years."
Heathrow and other British airports have been snarled by snow about once a year for each of the past several years.
The airport's chief operating officer urged travelers to check before coming to the airport so they would not be left stranded there.
Normand Boivin said Heathrow "deeply regret any disruption caused to passengers by the cold weather," but said: "Reducing the flight schedule means we can fly as many people as possible and return the airport to normal as quickly as possible."
The airport did not say how many passengers were affected, but did say it expected to operate a normal flight schedule Monday.
Rome was blanketed in a rare snowfall Saturday.
Landmarks such as Rome's Colosseum were dusted with snow for the first time since 1985. The rare precipitation caused traffic jams and left some people stranded.
Barb Mayer, who lives about 20 miles northeast of Rome, said she woke Saturday to a snowfall "unlike anything I've seen since I've had my house in Italy."
"Our house is out in the country and nobody clears the roads here," said Mayer, an iReporter who teaches English to business clients in Rome. "Even in Rome, they don't have the equipment for snow removal since it snows so infrequently."
"It usually takes my daughter an hour to drive home (to Palombara-Sabina) from Rome, but last night it took her four hours because of the traffic and the poor road conditions," she said.
By Sunday, traffic was clearing, a taxi driver said, and temperatures were rising.
However, Rome's Mayor Gianni Alemanno was being criticized for the city's handling of the weather.
Schools and public offices will be closed on Monday, the city said.
But Sarajevo, Bosnia, canceled school for a week as the Balkan city was hit by the biggest snowfall since 1999. Snowdrifts that were 110 centimeters (43 inches) high snarled the center of the city, with even more snow in the hills around it.
The news was not all bad, said Amina Sofic, a 20-year-old medical student.
"People in Sarajevo like to play in the snow, to ski or board because we have lots of hills. And now that there is no traffic, it's pretty fun to go on sleds (or) go walking," said Sofic, a CNN iReporter.
Ukraine appears to be the worst affected so far, with Poland, Romania, Serbia and Belarus also suffering much more severe winter conditions than usual.
A total of 122 people froze to death in Ukraine since the cold spell started more than a week ago, the state-run news agency Ukrinform reported Saturday, citing government ministries. More than 1,500 people have been hospitalized, it said.
The first reports of heavy snow came from Romania on January 26. Now, although temperatures are becoming more moderate, the snowfall will be very heavy, meteorologists say.
Other cold-related deaths have been reported in Serbia elsewhere in the past week.

Skies across nw.OH since early evening yesterday have been genrally clear/sunny, with scattered low clouds developing since within the past hour. Temps bottomed out at 26 at FAA-Findlay (OH) early this morning and have since risen to the low 40's. Dew points in a 25 to 28 range into mid morning have since risen to near 35. Winds became mainly SW at 3-8 mph from mid evening yesterday into late morning today and then SW at 8-15 mph since then.

"EUROPEANS STRUGGLE UNDER RECORD COLD SNAP"

BELGRADE, Serbia (AP) -- Overwhelmed by deep snow and harsh temperatures, some countries in Europe closed down schools and struggled to run public transport Monday, as post-snow rains caused a dam to collapse in Bulgaria, flooding a village and killing at least four.
Another four people were killed by floods in southern Bulgaria, and 10 people are missing, authorities said.
Europeans across the continent were digging out from heavy snow after a week of bitter cold in which the number of dead - most of them homeless - continued to rise by the day. Temperatures have fallen as low as minus 33 Fahrenheit (minus 36 Celsius) in Ukraine, the hardest-hit country.
The big freeze has caused traffic chaos throughout Europe, blocking roads, shutting down airports, and trapping thousands in remote mountain villages in the Balkans.
But it has also offered opportunities for snowy fun: Ice skaters in the Netherlands were hopeful they could stage a race that hasn't happened in more than a decade; children in Rome and along the usually temperate Adriatic coast in Croatia frolicked in rare snow; and Bosnians in the capital, Sarajevo, spontaneously organized a winter "Olympics" in which they skied down main streets and leapt out of windows into deep snow banks.
The Serbian government late on Sunday declared an emergency situation, saying the intense snowfall has jeopardized normal functioning. Emergency officials said that 70,000 people were cut off by the heavy snow.
"I hope the emergency measures will lead to better functioning of the rescue efforts," said emergency official Goran Nikolic.
They included shutting down all primary schools and high schools for a week to save power and keep children safe. Thrilled, hundreds of kids filled the parks in the capital, Belgrade, sledding and making snow angels.
Schools will also be closed in Rome on Tuesday, as Italy copes with unusually heavy snow for the Mediterranean country. So far, ten deaths have been linked to winter weather, including two people who were crushed under a collapsed roof south of Rome, and a 91-year-old woman in the northeast port of Trieste who was knocked down by strong winds.
In the north, rescuers had to pluck people from their homes, as piles of snow reached 3 meters (10 feet) in some areas. In Milan, Italy's fashion and financial capital, temperatures fell to minus 12 Celsius (10 Fahrenheit) on Monday, and the authorities opened a section of the city subway to shelter some 100 homeless people.
In Bosnia, hundreds of villages were stuck behind snowed-in roads and avalanches and authorities were using helicopters to evacuate the sick and deliver food. Authorities said they have had no contact for 72 hours with about 120 people in the central village of Zijemlja, where residents have no electricity or phone lines.
"There are several small hamlets with children and elderly people - and we are not able to help them," said Radovan Palavstra, mayor of the nearby city of East Mostar.
Emergency official Milimir Doder said his teams must clear 20 kilometers (12 miles) of road before they can get to the village.
In Sarajevo, thousands of people trudged to work on Monday, with only occasional buses braving the deep snow. Volunteers, meanwhile, cleared tram lines themselves.
Authorities told residents to keep their trash on their balconies because no one would be able to pick it up before the city streets are cleared, which could take a few days.
Young people in several neighborhoods boarded down snow-covered streets or cruised the main street towed behind cars on skis. Others competed with videos on YouTube to show the craziest jump into the snow from second floor apartments - most of them wearing only bathing suits. In one neighborhood, residents mocked local politicians by trying to build the ugliest snowmen in their likenesses.
In Poland, the Interior Ministry reported Monday that nine people died of hypothermia over the past 24 hours. Two elderly people were found frozen in Serbia and Bosnia, and Croatia reported 4 snow-related deaths.
Ukraine's Emergency Situation Ministry said Monday the country's death toll now stands at 135, including many homeless people. Some 2,000 have been hospitalized for frostbite or hypothermia, it said.
Officials in Bulgaria have declared a state of emergency in much of the south. Civil defense chief Nikolai Nikolov said a 2.5-meter (8-foot) flood hit 700 houses in the village of Bisser, near the Greek border, after the dam on the Ivanovo reservoir collapsed.
Bulgarian civil defense officials warned that two other bigger dams in the region, Ivaylovgrad and Studena, are on the brink of overflowing and urged people there to be ready for an evacuation.
In the Netherlands, however, Europe's deep freeze means the country's almost mythical "Eleven Cities Tour" ice skating marathon could be staged later this month for the first time in 15 years, organizers said Monday.
The race, held along a 125-mile (200-kilometer) network of canals connecting 11 towns and cities in Friesland province, would cause a national frenzy, drawing thousands of participants and more than a million spectators. It was last held in 1997.
Also in the Netherlands, a man tried to take advantage of the weather and toss a snowball with a package of marijuana in it over the wall of a prison. The snowball crumbled and the man was arrested in The Hague, police said Monday.
The national weather service forecasts freezing temperatures at least through Friday, fueling hopes that the ice race would go ahead.

(CNN) -- Winter weather battered Europe Monday, with snow closing roads in Romania, where at least 39 people have died so far due to the cold snap.
Traffic was in chaos in the capital Bucharest and possible blizzards are forecast for half the country over the next three days.
Five people died in the 24 hours up to Monday morning, Romanian health officials announced, and dozens are suffering from hypothermia.
Ukraine, where at least 122 people have died, was due for high temperatures well below freezing Monday, with the mercury unlikely to rise above 10 degrees Fahrenheit (-12 degrees Celsius) in the capital Kiev at any time in the next week.
At least 64 people have died due to the cold in Russia, the government said.
Snow has fallen in Spain, and traffic in Brussels, Belgium, was snarled by bad weather.
But London's Heathrow Airport, one of the world's busiest international transport hubs, said it was operating a normal schedule Monday after canceling half of its flights Sunday following about three inches of snow.
Heavy snow left several Italian villages paralyzed and without power over the weekend as winter weather and cold temperatures spread across Europe, the mayor of one village said.
Many of the 32 villages in the Aniene Valley, near Rome, lost electricity on Friday when an electric pylon fell because of the snow, said Piero Moscardini, mayor of Vallinfreda.
The valley, home to about 50,000 people, has received some 100 cm (39 inches) of snow, Moscardini said.
"It's the worst snow since 1956," he said. "The situation is tragic. We need the Army to save us."
Ambulances cannot traverse the roads, he said, and some villagers cannot reach their stables to feed livestock.
In Romania, more than 30 cities and villages are isolated, authorities said, and power outages were reported in 200 cities and villages.
More than 3,000 employees belonging to the interior ministry were involved in rescue operations, as hundreds sought refuge in temporary shelters and hundreds more were hospitalized because of hypothermia.
In Poland, TVN Poland said Sunday that 53 people have died. Most of the victims are homeless, according to the report.
Eastern Europe will have a much rougher ride, with temperatures in Moscow plunging far below freezing and snow sweeping into the continent from the southeast.
Rome was blanketed in a rare snowfall Saturday.
Landmarks such as Rome's Colosseum were dusted with snow for the first time since 1985. The rare precipitation caused traffic jams and left some people stranded.
By Sunday, traffic was clearing, a taxi driver said, and temperatures were rising.
However, Rome's Mayor Gianni Alemanno was being criticized for the city's handling of the weather.
Schools and public offices will be closed on Monday, the city said.
Drivers in both London and Rome will need to worry about ice as temperatures rise slightly, then fall again to below freezing, CNN meteorologist Tom Sater said Sunday.
Sarajevo, Bosnia, canceled school for a week as the Balkan city was hit by the biggest snowfall since 1999. Snowdrifts that were 110 centimeters (43 inches) high snarled the center of the city, with even more snow in the hills around it.
The news was not all bad, said Amina Sofic, a 20-year-old medical student.
"People in Sarajevo like to play in the snow, to ski or board because we have lots of hills. And now that there is no traffic; it's pretty fun to go on sleds (or) go walking," said Sofic, a CNN iReporter.
Ukraine appears to be the worst affected so far, with Poland, Romania, Serbia and Belarus also suffering much more severe winter conditions than usual.
More than 1,500 people have been hospitalized in Ukraine, in addition to the 122 dead, the state-run news agency Ukrinform reported Saturday, citing government ministries.
The first reports of heavy snow came from Romania on January 26. Now, although temperatures are becoming more moderate, the snowfall will be very heavy, meteorologists say.

Kiev, Ukraine (CNN) -- Even bundled up in a purple jacket and light blue turtleneck sweater, warming herself in a thick canvas emergency tent heated by a stove, the young Ukrainian woman feels the bitter chill.
"It is very cold," she says. "The frost is very strong. It's very slippery out there."
But she is one of the lucky ones, taking refuge from the brutal winter pummeling eastern Europe in a temporary shelter put up by the Ukrainian government.
"Here it's warm and there's food and drink," she says.
"It's very important, especially for people like us in this unfortunate situation," said another man taking refuge in the shelter.
At least 250 people have already died across the region during the cold snap, with 135 of them in Ukraine.
Authorities there have set up an emergency hospital to deal with people suffering from cold-related conditions, and distributed 3,000 emergency relief tents across the country, they said. The tents are heated, and people with nowhere else to go can get hot food and drinks.
Kiev alone has more than 14,000 homeless people, authorities said -- among the most vulnerable to winter.
About 2,000 people have been hospitalized due to the cold since January 27, officials said.
Electricity consumption in the country is at historic highs, Ukrainian energy minister Yuri Boyko said.
More than 50 people, most of them homeless, have died in Poland in the past several weeks, according to Polish TVN. At least 64 people have died because of the cold in Russia, the government said.
Snow has also fallen as far west as Spain and snarled traffic in Brussels, Belgium. Snowfall in Europe's southeast, close to the Mediterranean Sea, is cutting off roads and isolating areas from access to supplies.
Southeastern Europe will see more heavy snow in contrast to the northeast, which is predicted to shiver under temperatures much lower than its winter averages, meteorologists said..
Cold air arriving from Siberia has been hitting maritime moisture from the Mediterranean Sea, turning it into frozen precipitation. This will continue, and Bosnia, Serbia and Macedonia are expected receive new layers of snow.
The bitter cold temperatures in the northeast have been deadlier than the snow farther south, with many dying from hypothermia.
In Romania, where at least 39 people have died because of the cold snap, all "national roads," or two-lane highways, in seven counties in the country's south and east were completely blocked, state news agency Agerpres reported Monday. Traffic was in chaos in the capital Bucharest and possible blizzards have been forecast for half the country in the coming days.
In Bosnia, helicopters delivered supplies to an isolated region Monday, while the military worked to restore infrastructure, according to state news agency FENA. Snow over 10 feet deep (three meters) covered the village of Zijemlje, which has been cut off from electricity for at least three days.
In Italy, a Milan court delayed the trial of former Prime Minister Silvio Berlusconi on charges of bribery Monday because of cold temperatures in the courtroom, according to the Italian ANSA news agency. It was moved to warmer chambers, which had often been the scene of another case involving Berlusconi, when he had been accused of paying for sex with a minor -- a Moroccan girl known as "Ruby."
The severe cold is forecast to continue all week, meteorologists said.

Skies across nw.OH were cloudy into early afternoon, becoming mostly sunny since mid afternoon. Light snow (accompanied by light fog) fell from around 4:00 am EST until around 6:00 am EST, diminishing to scattered snow flurries/light snow showers from then into late morning. Total snowfall was 0.1 inch in Fostoria, 0.3 inch in Findlay, and a trace in Bowling Green. Temps hovered in the upper 20's overnight, then bottomed out at 26 at FAA-Findlay (OH) at 7:00 am EST, then rose to near 30 by mid day, and to the mid 30's since within the past hour. Dew points in the low 20's into mid afternoon have since fallen to just under 20. Winds were N at 8-15 mph overnight, diminishing to 5-10 mph early morning, then to 3-8 mph since mid morning, then becoming NW by near mid day, and then W-NW since within the past hour.

"JANUARY THE 4TH WARMEST IN MORE THAN A CENTURY"

(CNN) -- Dogwood and daffodils are abloom across the South, a fact that's not really that unusual until you look at the calendar -- it's only the first week of February.
The blossom confusion is due to the unusually warm conditions across that region and most of the rest of the United States, with the temperatures from last month making it the fourth warmest January in 117 years, the National Climatic Data Center reported Tuesday.
Several cities across the United States shattered or tied their record high temperatures for the month.
In the northern Plains, where it's usually very frigid this time of year, tulips are already sprouting in Iowa due to the warm weather. Iowa broke a 98-year-old record for the latest winter day reached without hitting a zero degree temperature, the National Weather Service said. The lowest temperature so far this season recorded at the Des Moines airport was 1 degree above zero.
The unseasonably warm weather could spell disaster for these early bloomers. With several weeks of winter left on the calendar, killing frosts and freezes are still possible. If the temperature dips below freezing, the blooms will die and fall to the ground, not coming back until next year. If fruit trees bloom too early, a cold snap could kill the blossoms, preventing the trees from bearing fruit.
However, the warm weather does have an upside -- it's reducing home heating costs, putting more money in consumers' pockets. According to the U.S. Energy Information Administration, inventories of natural gas in storage are at significant margins above previous years' levels. The abundance in storage inventories is the result of reduced natural gas consumption this year due to the warm temperatures this winter. Natural gas prices have come close to 10-year lows, the administration said.
Many cities across the United States are also experiencing below-normal snowfall. January had the third-smallest snow cover on record for that month, according to Rutgers Global Snow Lab.
So far this season, Boston has only recorded 7.8 inches of snow. The city's Department of Public Works has only spent $1.5 million of their $17.1 million allotted for snow removal for the entire season. This is great news for the city's budget, which went over its projected snow removal budget last winter.
But will the warm temperatures persist through the rest of the season? Not necessarily. Some of the coldest Arctic outbreaks in the lower contiguous United States have occurred in February. One of the most infamous blizzards, 1993's "Storm of the Century," occurred during the first week of March. Don't let your guard down yet!

SOFIA, Bulgaria (AP) -- At least four Balkan nations suspended shipping on the Danube River because of severe frost and the vast amount of ice blocking the heavily traveled waterway.
Bulgaria, Croatia, Romania and Serbia made the decision because up to 90 percent of the river's surface is covered with floating ice, authorities said Wednesday.
AP video shows an icebreaker slicing through a section of the Danube in Romania. The boat struggled to leave shore at first and its crew used a long metal pole and vigorous steering maneuvers to pry it free. As the boat cut its way through the frozen river, a group of adult pelicans accompanied by their young swam near a large chunk of ice.
The conditions are making it extremely difficult to traverse Europe's main commercial waterway, which winds 2,860-kilometer (1,777-mile) from Germany and serves as the natural border between Bulgaria and Romania.
Europe has been battling a deep freeze that started in late January and has killed hundreds, snow that has trapped thousands in Balkan mountain villages and prompted worries of flooding as heavy snow melts. In Greece and Bulgaria, flooding on Monday and Tuesday left dozens of homes under water and at least eight dead.
Serbian emergency officials have said the country's army will use explosives to break up ice on the Danube and Ibar rivers to try to prevent flooding.
The Sava and the Danube are partially frozen, with large chunks of ice floating down the two rivers. In some parts, ice on the Danube is 15 centimeters (nearly six inches) thick, but so far it hasn't jeopardized the work of Serbia's biggest Djerdap hydropower plant, near the Romanian border, officials said.
Serbia also banned any shipping along the Sava and Tisa rivers. An official, Milos Milovanovic said "the entire Sava river is blocked with ice, even around Belgrade.
"We will make maximum effort in the next 10 days or so to break the ice," he said.
The fear is the rivers could overflow because of the ice, and jeopardize the work of the hydro-power plants.
Elsewhere, strong wind knocked over power lines and left tens of thousands without electricity in Bosnia, potentially for the next several days.
Half of the town of Mostar, Bosnia's second largest city, is without power and snow piled some 2 1/2 feet (80 centimeters) is preventing teams from dealing with the problem, government spokesman Pero Pavlovic said.
People in Mostar fell into a "shopping hysteria", emptying shelves and in some cases getting into fist fights over flour, he said.
The Polish Interior Ministry said Wednesday that six more people died as a result of the freezing weather. It also called on people be careful when using coal heaters, reporting that one person died of asphyxiation. The temperatures in the country fell at times to minus 32 C (minus 26 F).
In Bulgaria, the government declared Wednesday a day of mourning for eight people who died after torrential rains and melting snow caused a dam to burst, flooding an entire village. Two people are missing and rescue operations were ongoing.
Dike reinforcement materials and heated tents for flood victims and rescuers have to be supplied, EU commissioner for humanitarian aid Kristalina Georgieva said after visiting the flooded areas. She warned that the freezing weather may be followed by a harsh spring bringing major floods, and people should be prepared for that.
Poland and Italy immediately responded to Bulgaria's request for aid to flood victims, Georgieva said, and added that the Netherlands, Belgium and Denmark also have stated their readiness to help.
The U.S. ambassador to Bulgaria has requested the U.S. Agency for International Development to approve $50,000 in funds for the Bulgarian Red Cross to aid those affected by the flooding.
