Clear and 39 degrees on the S side of Fostoria, OH, wind is calm.

Skies across nw.OH became variably cloudy through this afternoon, then became clear by mid evening. Scattered light rain showers fell during early afternoon, and scattered light-to-moderate rain showers with pea-sized hail (I personally observed the hail on the N side of Findlay) fell during mid afternoon. A total of 0.03 inch of rain fell todat at FAA-Findlay (OH), all but a trace of that between 3:00 pm and 4:00 pm EDT. Temps peaked at 50 at FAA-Findlay (OH) during late afternoon and have since fallen to just under 40. Dew points were in a 40 to 41 range through this afternoon and into early evening, falling since to the upper 30's. Winds became SW-W at 5-12 mph early and mid afternoon, and then became light and variable since late afternoon.

A low pressure trough that move across nw.OH during mid afternoon has dissipated. A HIGH over the mid MS Valley will move across the OH Valley tomorrow and to the e.USA by Wednesday. A Cold Front will move across nw.OH on Thursday. A HIGH will then take over the area's weather on Friday and Saturday. A weak Cold Front will move through on Sunday.

Sunny and 54 degrees just NW of downtown in Fostoria, OH, wind S at 8 mph.

Skies across nw.OH were clear overnight, and generally sunny so far during the day today with some patchy high clouds at times. Temps bottomed out at 35 just before dawn at FAA-Findlay (OH) and have since risen to the mid 50's. Dew points in a 33 to 35 range into mid morning have risen to the low 40's since late morning. Winds became SE at 3-8 mph overnight and into mid morning, becoming S since then, and then increasing to 5-10 mph since late morning.

A HIGH will build into n.OH from the S today and tomorrow. A LOW will pass to the S of OH on Thursday, followed by another HIGH that will build into the OH Valley on Friday and into this weekend.

WAYLAND, Mass. (AP) -- Thousands of would-be superheroes, ghosts and witches were waiting to collect Halloween candy and nearly 1.8 million homes and business across the Northeast remained in the dark as cities and towns struggle to recover from an early season snowstorm that snapped branches and tore down power lines.

Many towns asked parents to postpone or cancel Halloween revelry because of snow-clogged sidewalks, slippery surfaces and the possibility of more falling tree limbs. Some urged parents to take children trick-or-treating at malls or organize activities at home with friends.

Ana Cifelli said her daughter, a first-grader going as a cheerleader, and her son, a fourth-grader planning to masquerade as a pirate, will go trick-or-treating Friday.

"They're OK with it, as long as they know they're going to get dressed and go later," said Cifelli, of Nutley, N.J.

But 12-year-old McKenzie Gallasso of South Windsor, Conn., was disappointed when she learned officials in her town were advising families to call off trick-or-treating.

"This year I'll have to eat candy from my mom," said McKenzie, who was deciding whether to be a witch or a werewolf.

Snowfall ranging from less than inch in some places to 32 inches in the small town of Peru, Mass., in the Berkshire Mountains, fell from Maryland to Maine over the weekend. For some it was an inconvenience; for others, a disaster.

Authorities blamed the storm for at least 23 deaths, including one in Canada. Most were caused by falling trees, traffic accidents or electrocutions from downed wires.

More than 3 million lost power at some point and utilities had restored electricity to hundreds of thousands by early Tuesday morning. Still, companies said the storm presented an enormous challenge, in part because of a large number of individual outages.

"We have a tremendous amount of work to do throughout the week," said Michael Wood, a spokesman for an electric utility in Pennsylvania, where more than 100,000 customers were without power.

To ward off the cold, some families huddled under blankets and winter coats at home while others waited out the crisis in shelters, where meals and sometimes even movies were available. Hundreds of schools were closed Monday because they had no power or travel conditions were too dangerous for students and staff.

"Such a small storm but such a big disaster," said Marina Shen, who spent Sunday night with her husband and dog at a middle school in Wayland, a Boston suburb of 13,000 where half the homes lost power. Just a few inches fell in Wayland, and most of it had melted by Monday, but overnight temperatures fell below freezing.

"The house is really, really cold. You cannot do anything. It's so dark, cold," Shen said. "Here they give us a hot shower."

The storm clobbered many communities still recovering from the flooding two months ago caused by Hurricane Irene, leaving weary homeowners exhausted and demoralized. In areas of New Jersey, residents said they had only been able to return to their homes over the past two weeks. Several families spoke of just having done their first major food shopping since before Irene - food that was quickly rotting in freezers without power.

Dave Sisco's SUV was parked at an angle in his driveway Monday so a patch of sun fell on his face. He was trying to find a spot warm enough for a nap after a cold sleepless night.

"It's terrible, very terrible. No power. No gas. Food in the refrigerator is no good. Sleeping in 27 degrees, and we're still not recovered from the flood, the house is still a wreck. Trees are still down in the backyard, our gazebo is smashed," said Sisco, a 58-year-old who lives in Pompton Lakes, N.J.

New Jersey Gov. Chris Christie and his family were among those who lost power over the weekend.

Christie said he expected 95 percent of the 338,000 customers in New Jersey without electricity to have it back by Thursday.

"I know if you are without power today, Thursday seems like a long time from now," he said. "I understand that all this information, if you are someone who doesn't have power, is just talk until the lights go back on and the heat goes back on in your house."

In New Hampshire, Gov. John Lynch sought an emergency disaster declaration for his state Monday. He said 315,000 homes and businesses were without power at the storm's peak, making it the third worst in the state's history.

Utilities in New Hampshire reported late Monday that they had made significant progress in restoring power to tens of thousands of customers.

Some town officials worried the cleanup would stretch depleted budgets to the breaking point.

"There's no question that most municipal budgets are past bending and into breaking," said William Steinhaus, the top elected of official in Dutchess County, in New York's Hudson Valley, which got nearly 2 feet of snow. "Whether it's fuel money or overtime money or salt and sand material items, those line items are all stretched or broke at this point."

Judd Everhart, a spokesman for the Connecticut Department of Transportation, said the agency spent more than $2 million of its $26 million snow-removal budget on keeping state roads clear during the storm.

Scott Heck, borough manager and public works director for Ringwood, N.J., where hundreds of trees were toppled, said "no communities budget for any kind of storm this early" and the costs would definitely affect his budget.

"Normally you come in and plow the snow, but now you have to plow to get to the trees, clear the trees, come back to do more plowing and then clear away all the debris," Heck said.

In some places, commuters who were able to get on the roads were forced to hunt for open gas stations after power outages knocked out the pumps. At a 7-Eleven in Hartford, Conn., two dozen cars waited in a line that stretched into the street and disrupted traffic.

"There's no gas anywhere," said Debra Palmisano of Plainville, Conn. "It's like we're in a war zone. It's pretty scary, actually."

Boston (CNN) -- Parts of New England were expected to hit the low 50s Tuesday, which could be considered balmy to some who braved the freak October snowstorm that dropped more than 2 feet of snow in some places over the weekend.

But while temperatures are on the rise for parts of the Northeastern United States, millions were still in the dark, dealing with widespread power outages.

More than 1.6 million customers in five states remained without power early Tuesday morning as workers scrambled to get the situation under control. On Monday, officials warned it could be Friday before power is back on everywhere.

At least 15 deaths have been blamed on the weekend storm, which prompted emergency declarations from the governors of New York, New Jersey, Connecticut and Massachusetts, and also canceled Halloween trick-or-treating in some areas.

President Barack Obama signed an emergency declaration for Connecticut on Monday, ordering federal aid to supplement state and local response efforts.

About a dozen Massachusetts cities postponed Halloween celebrations, according to CNN affiliate WGGB.

At least 20 Connecticut cities and towns, including the capital city of Hartford, canceled events or asked parents to wait until later to take their kids trick-or-treating, according to CNN affiliate WFSB. Even Gov. Dannel Malloy and his wife, Cathy, said they will be leaving the lights off.

"No amount of candy is worth a potentially serious or even fatal accident," the governor said in a statement.

In Worcester, Massachusetts, officials asked residents to postpone celebrations until Thursday, when temperatures are expected to climb to 60 degrees. Trick-or-treating, the city said, would "put families and our youth in harm's way as they negotiate piles of snow and downed limbs."

In Springfield, Massachusetts, school officials announced classes would be canceled for the week.

Some of the heaviest snow fell in Massachusetts, Connecticut, New Jersey and New York, but snowfall amounts of at least a foot were recorded from West Virginia to Maine. The Berkshire County community of Peru, Massachusetts, received 32 inches of snow during the storm.

About 1,300 people were staying in Massachusetts shelters, state officials said on Monday. In Connecticut, 50 shelters were open, Malloy said.

Connecticut power officials said early Tuesday that about 690,000 people were still without power, down from a peak of more than 900,000.

In Massachusetts, state officials said utility crews had come from as far as Louisiana and Texas to help.

About 346,000 people remained without power early Tuesday, according to officials.

Elsewhere, about 127,000 customers were without power in Pennsylvania; nearly 325,000 in New Jersey and 176,000 in New York, according to figures from emergency managers and power companies in those states. Thousands also lost power in New Hampshire, Maryland, Virginia and West Virginia.

As of Monday, authorities reported at least 15 deaths attributed to the storm.

Three people died in Massachusetts, officials said, including a Lunenberg resident who died in a fire and a resident of Hatfield who succumbed to carbon monoxide poisoning, apparently from an improperly vented generator.

The third death happened in Springfield when a man in his 20s ignored police barricades surrounding downed power lines and touched a metal guardrail, which was charged, city fire department spokesman Dennis Legere said.

At least four people died in Pennsylvania -- two of them in a crash Sunday on Interstate 95 in Philadelphia, CNN affiliate KYW reported. A third death happened in Temple, when an 84-year-old man was resting in his recliner Saturday and part of a large, snow-filled tree fell into his house and killed him, according to a state police report. The fourth death was blamed on carbon monoxide poisoning, after the victim in Lehigh County used a charcoal grill to heat a home, said Ruth Miller, a spokeswoman for the Pennsylvania Emergency Management Agency.

Four people also died in New Jersey because of the storm, police said. Two were killed in motor vehicle accidents, one in Bergen County and one in Passaic County, while two others died after trees fell on their cars.

In Connecticut, four people died, officials said. They included one person who died in a traffic accident in Hebron, a second who died in an accident on Interstate 91 in Hartford, one who died in an ATV accident in Enfield and one who died of carbon monoxide poisoning while trying to heat their home, also in Enfield.

"NORTHEASTERNERS HEAD INTO 4TH DAY WITHOUT POWER"

HARTFORD, Conn. (AP) -- Crews worked feverishly Wednesday to restore power to nearly 1.2 million homes and businesses in the Northeast in the dark after a freak weekend snowstorm, while many schoolchildren again stayed home and some residents languished for a fourth day in shelters that provided heat and meals.

Connecticut, the hardest-hit state, still had nearly 550,000 customers without power, down from more than 800,000. Huge swaths of the state also lost power for days to the remnants of Hurricane Irene in August, and residents were growing restless.

"We understand the frustration everybody is feeling," said Jeffrey Butler, president of Connecticut Light & Power Co., the state's largest utility. The company was on track to fix 99 percent of the remaining outages by Sunday, he said - a full week after the storm.

Classes were canceled in many areas for a third day, including a dozen districts in northern New Jersey. Some districts worried they'd use all their anticipated snow days even before the start of winter.

The state still had 180,000 homes and businesses without power - a far cry from the 700,000 in the dark during the height of the storm Saturday. Crews reported progress elsewhere, too. Maryland utilities reported scattered outages - a total of about 330, down from more than 40,000.

More than 3 million people lost power from Maryland to Maine as leaves that had yet to drop captured wet, heavy snow - from about an inch to more than 30 in spots - and snapped branches and trees that took down power lines across the region. The storm has been blamed for at least 25 deaths, most through traffic accidents, falling trees or electrocutions from downed power lines.

Connecticut expected 110 extra line crews to arrive Thursday morning and restore power to 150,000 more homes and businesses by Thursday morning. The crews will join more than 1,000 people currently working to restore power.

Gov. Dannel P. Malloy said 92 shelters remain open across the state, 15 state roads are still closed and 135 people have been treated for carbon monoxide poisoning. The governor also said 4.2 million yards of debris needs to be removed.

Butler discounted reports that out-of-state crews were slow to come to Connecticut because some hadn't been paid yet for helping in the aftermath of Irene. He said invoices of three companies were at issue. Two of the companies were paid Monday and the third was paid Wednesday morning, he said.

Butler also repeated previous statements that the snowstorm was much worse than what was forecast and that Connecticut Light & Power did request out-of-state crews before the storm hit.

A federal Department of Energy Department official had said Tuesday that extra crews were not in place or ready to work in Connecticut before the snowstorm like they were before Irene, because utility officials had much less time to prepare.

Malloy later said that "there's going to be a lot of time to examine the behavior of organizations we rely on," but his top priorities are now getting power restored and keeping people safe. State officials have already begun looking at CL&P's response after Irene, which left 730,000 customers in the dark.

New York (CNN) -- Utility companies in five states scrambled to restore power to more than 1 million people still in the dark early Wednesday after a snowstorm pounded the Northeast over the weekend.

A massive snowfall that started Saturday downed trees and power lines, knocking out electricity to customers in various states, including Connecticut, New York and New Jersey.

New Jersey resident Becky Fisher said she moved her family to a neighbor's home after they lost power and temperatures dropped to near freezing.

Fisher, along with her husband and their 6-month-old daughter, have camped out at the neighbor's house in Maplewood, New Jersey, since the weekend storm coated her home in snow and knocked down trees and power lines.

"There are just pockets of those who have electricity," Fisher said Tuesday. "So we're using our neighbors' goodwill. We'll owe them lots."

Fisher said the time frame to restore power keeps changing.

"Every time I call (the state's utility provider), they say the ticket's open," she said. "Initially the message (of when power would be restored) was for Wednesday night, then Thursday, and now maybe Friday.

By early Wednesday, about 178,000 people in New Jersey and 573,000 others in Connecticut remained without power, according to the states' utility companies.

In Massachusetts, about 228,000 were in the dark while thousands also lost power in New Hampshire, Maryland, Virginia and West Virginia, according to power companies in those states.

Elsewhere, about 63,000 customers were without power in Pennsylvania and 105,000 were affected in New York.

President Barack Obama has signed an emergency declaration for New Hampshire and Connecticut, clearing the way for federal aid to supplement state and local response efforts

Authorities reported at least 15 deaths blamed on the storm, including three in Massachusetts, four in New Jersey and another four in Connecticut.

Temps bottomed out at 45 at FAA-Findlay (OH) during early morning, then rose to a high of 58 at FAA-Findlay (OH) just ahead of passage of a Cold Front around 1:30 pm EDT, then fell to the low 50's by around 2:00 pm EDT before leveling off from then into mid evening, falling since to the upper 40's. Skies across nw.OH have remained generally sunny/clear, with patchy high clouds late this afternoon and early this evening. Temps ranged between 51 and 52 through most of this afternoon, falling to near 40 within the past hour. Dew points since early afternoon have been in the upper 20's. Winds were NE at 15-25g30 mph early afternoon into late afternoon, decreasing to 8-15 mph from then into early evening, then to 5-10 mph from then into mid evening, diminishing further and becoming light and variable since.

Clear and 45 degrees on the S side of Fostoria, OH, wind SE at 5 mph.

Skies across nw.OH have been generally clear/sunny, except partly sunny during mid morning. Based on data at FAA-Findlay (OH), temps ranged from an early morning low of 30 to a late afternoon high of 56, with temps falling since then to the mid 40's. Dew points were in the uper 20's into late morning, then the low 30's from then into mid afternoon, falling to the low 20's since early evening. Winds today have been mainly SE at 3-10 mph.

A HIGH over the ne.USA will remain there into tomorrow, then move off to the E. A LOW will move across the upper Great Lakes and drag a weak Cold Front across nw.OH on Monday. A second stronger LOW will move across the Great Lakes on Wednesday, with its Cold Front moving across nw.OH early on Thursday. A HIGH will then build SE into the ne.USA next weekend.

Skies across nw.OH have remained cloudy, with spotty light rain showers late this afternoon and early this evening. Temps peaked at 60 at FAA-Findlay (OH) at 4:00 pm EST and have sicne fallen slowly to the mid 50's. Dew points rose to the upper 40's by mid afternoon, and to a 50 to 51 range since early evening. Winds diminished and became light and variable since mid afternoon.

A LOW over TX, responsible for an outbreak of severe t-storms and a few tornadoes across OK/n.TX late this afternoon and early this evening, will move NE across the cen.Great Lakes on Wednesday, with its Cold Front moving across nw.OH by near the middle of the day...this setup will bring only rain showers to nw.OH mainly Wednesday morning, and will usher in cooler conditions for the latter half of this week. A low pressure trough will bring a chance of a few rain showers later Thursday, and then a HIGH will build into and across the region Friday and this weekend.
